NDA Member Alert: COVID-19 Legislative Update (ACTION REQUESTED)

Senate Finance Committee Chairman Chuck Grassley (R-Iowa), along with Senate Majority Whip John Thune (R-S.D.) and Sens. Tim Scott (R-S.C.), Rob Portman (R-Ohio) and Mitt Romney (R-Utah), today released tax policy recommendations for the “Phase 3” congressional response to the economic impact of the coronavirus. The legislation bolsters relief for small businesses and includes more than $1 trillion in federal aid to businesses and hardworking Americans. An analysis of the bill can be found here.
NDA supports the legislation and is weighing in on the proposed legislation with emphasis on consideration of the following proposals:
- Significant payroll tax relief/holiday;
- Protecting demolition work, including remediation work, as “essential”;
- Ramped-up lending programs with delayed pay-back and low/no interest;
- Tax credits (refundable) to small businesses, including pass-throughs;
- Flexibility in paid leave for small employers.

Additionally, NDA has sent a separate letter to the Administration and agencies requesting the designation of demolition work, including remediation work, as “essential”. Click here for a copy of the letter.
